Document on institutionalizing electronic participation in executive bodies

This document is being developed and communicated with the aim of creating a coherent management framework for establishing e-participation, improving the quality of decision-making and improving public services, improving the position of the Islamic Republic of Iran in the international e-Participation Index (EPI), and changing the policy-making model from a one-sided and intra-organizational mode to a transparent, interactive, data-based, participation-oriented model.

Accordingly, all organizational bodies and affiliated executive agencies, under the leadership of the Public Relations/International Affairs Unit or similar titles and in cooperation with specialized departments, are required to upload all drafts of their publishable legal documents, including regulations, draft instructions, circulars, and Board of Trustees approvals, to the electronic participation system of the Information Technology Organization of Iran for a proposed period of at least 30 calendar days prior to final approval.

In this regard, this organization is obliged to utilize the capacity of scientific elites, non-governmental organizations, the private sector, and the general public without any discrimination, with the possibility of providing feedback to requests, surveys, or votes regarding draft documents on the quality of government processes, actions, and services. After the end of the comment or voting period, the unit preparing the document is obliged to prepare a comprehensive report containing a summary of the key concerns raised, disaggregated statistics of participants in terms of age, gender, and geography, and publish it for public information on the official portal of the aforementioned institution and system.

The organization is also committed to presenting accepted and rejected proposals, along with documented and legal reasons or feedback on voting opinions, to the final beneficiary through internal social networks. In order to enhance international interaction standards, all calls for participation should be published bilingually in Persian and English or other international languages, and a direct link between the aforementioned system should be embedded in the official portal so that a broad invitation can be made to the community by utilizing the capacity of new media, social networks and internal information tools.

The organization is required to design a digital citizen ranking and scoring system with the aim of promoting a culture of participation and encouraging citizens to actively participate in governance affairs by creating effective incentive mechanisms such as issuing electronic participation certificates, public recognition of top participants, and providing digital citizen ratings and points.
